So this compares the two weeks directly. Where do your hours go now, where would they go for that person, and which specific hours have to move.
The result is frequently smaller than people expect and harder than they expect, in that order. Four hours is not much; four hours taken from the thing they currently come from is a real decision.
This works something out and then forgets it. It cannot tell you whether the number moved, because it has no memory of the last time you ran it and no idea what you did in between. Every calculator on the internet has that limit, and if it has never bothered you then this one is yours for free for good.
