Yes. Drawing is mostly learning to see what is actually in front of you rather than what you assume is there, and that improves with practice for nearly everybody. Talent affects how quickly, far more than whether.
Lines and ellipses for control, simple shapes and boxes for form, blind contour drawing for observation, and quick gesture sketches for movement. This plan works through them in that order before moving on to drawing from life.
Visible improvement usually shows within a couple of months of daily practice. Dating the first sketchbook page is what lets you see it, because from one day to the next the change is too gradual to notice.
