There is a whole internet of truth or dare generators competing to be the most outrageous. This is not one of them, and rather than let you find that out on prompt four, it is worth saying up front.
Every truth here is answerable in front of a friend and every dare is doable in a living room. Nothing is explicit, nothing involves anybody's clothing, and nothing requires leaving the house. It is built to be played by two people on a sofa or a small group who do not know each other well yet.
Truths in this game are usually the easy option, which is why most sets are three-quarters truths. The dares here are small, specific and slightly absurd rather than daring: swap phones and change each other's wallpaper, speak only in questions until the next prompt, give a 60-second speech praising something extremely boring.
They are the sort of thing that produces an actual memory rather than a moment of discomfort.
